The consultants of MCA have helped attorneys and physicians successfully prepare for hundreds of Administrative Law Judge and Medicare/Medicaid hearings.

Bob Weatherford, President & CEO

Bob has extensive experience working with a range of healthcare providers, physicians, legal entities, and government agencies. Throughout the year, national organizations ask Bob to speak and train on the topics of coding, billing and documentation, fraud and abuse, and healthcare compliance.

Prepayments & Overpayments. Regardless of the specialty area, Bob can assist with prepayment review or provide expert advice based on the firm’s insights from handling over 1,400 overpayment cases. His experience includes, Medicare Part B, Medicare Advantage, Medicaid and TRICARE, and commercial insurance overpayment appeals.

Legal Defense & Expert Testimony. Bob also supports legal counsel with discovery and defense phases for alleged fraud and abuse cases. His role as an expert witness for civil, criminal, and administrative hearings attests to his distinguished reputation. Bob can also assist with OIG mandated self-reporting audits for healthcare providers and legal counsel.

Joann Weatherford, Vice President

Joann oversees MCA with a vision developed through thirty-plus years of healthcare experience. Her vision and capabilities are shaped by a profound insight about the demands of today’s healthcare climate. As a practice manager, she learned how to prioritize excellent patient care without sacrificing practice growth and productivity. She did so across four specialty areas: internal medicine, dermatology, thoracic surgery, and radiology.  Joann also acted as a Chief Compliance Officer where she learned first line of defense against mismanagement and fraud is a quality, and integrated, compliance program.  Now, as Vice President of MCA, Joann is committed to:

Legal Defense Strategy.  Have you been subjected to a pre-payment/post-payment audit? Joann is a certified professional coder (CPC) and has worked with legal teams to personally handled hundreds of medical record and audit report reviews. 

Medicare & DME Support.  Is your Medicare credentialing in danger of being revoked?  Joann has a proven track record of overturning Medicare number revocation while working directly with Centers for Medicare and Medicaid Services (CMS) regional offices. Joann can also represent physicians to reinstate or initiate medical supply numbers - this may include documentation reviews or coordination with the DME regional center.

Mike Demi, Senior Consultant

Mike’s career spans two specialized fields that share invaluable attributes for his role as a senior consultant. As a 727 commercial test pilot and critical care nurse, Mike has a unique capacity to filter the right details, establish trust, and make sound decisions amid high-risk situations.   Mike brought his talents and unparalleled passion for quality healthcare to the MCA team in 2015.  He works with a range of healthcare providers, physicians, legal entities, and government agencies.

Prepayment Review.  Mike can assist with prepayment review for all medical specialties. He works hands-on with doctors for appeals with Medicare, Medicaid and commercial insurance. 

Training Support.  As a certified billing specialist and avid teacher at heart, Mike can also train staff and physicians on billing, coding, fraud and abuse, evaluation and management, and documentation guidelines and principles.

Legal Counsel Support.  Mike also reviews records for fraud and abuse allegations to support legal counsel with discovery and defense strategies.

Adrianne Ross, DPM, CPC-A

Starting in 2015, Dr. Ross joined the MCA team with a passion to improve quality patient care and the field of podiatry. As an affiliate member of The Podiatry Institute and author of numerous peer-reviewed publications, Dr. Ross is a sought out presenter to national and international audiences about complex treatments such as foot and ankle trauma and limb salvage - especially, diabetic populations.

Physician Education and Expert Testimony. Dr. Ross also applies her surgical skills and passion for teaching as a faculty member at one of the nation’s leading podiatric medical and surgical residency programs. Her commitment to the field of podiatry and patient care is further proven by her completion of additional training to specialize in reconstructive plastic surgical techniques. Dr. Ross’ other specialties include peripheral nerve surgery, adult and adolescent flatfoot reconstruction.

Dr. Ross is fluent in both Spanish and Mandarin (Chinese).

Heather Morris, RN

Heather offers MCA a unique combination of clinical experience and administrative talent. Her multi-speciality clinical experience includes labor and delivery, emergency room, pain management, and home health. Regardless of the provider model, private or public, Heather knows what quality care requires. She also understands the demands of standing up high risk private surgical facilities. Today, Heather works in Jacksonville, Florida as a senior nurse manager for a non-profit homelessness transition care facility. She oversees the daily care for two hundred of the cities most vulnerable men, women, and children.

Specialty Compliance & Audit Reviews. Heather connects her clinical and management skills to assist MCA in the following areas: health informatics, credentialing, quality assurance and process improvement, (QAPI), and risk management.

Donna Mohr, PhD

Dr. Mohr is a tenured professor at the University of North Florida, Jacksonville, Florida. She established her twenty year statistics career striving to improve healthcare through rigorous academic research. Her expertise incorporates academic and grant-funded research with both private insurance providers and the government with a special focus on Medicare Parts A and Part B. Dr. Mohr is co-author of an academic text on statistical methods and numerous peer-reviewed articles. She now also works with MCA to help you, the provider, navigate or defend Medicare audits.

Specialty Medicare Audits & Legal Defense Strategy. Dr. Mohr understands what constitutes a quality audit, and therefore, a quality legal defense. Her role with MCA is to work closely with the legal teams to analyze and validate audit samples.

Physician Education. As an expert in statistical analysis and methods she plays a critical role with physician education. She is also available to conduct training in statistical methods and audit prevention for your organization.
